Overview

Procurement of an electrical contractor to upgrade underground MV cables: Phase 7 for Greater Kokstad Municipality (CIDB 6EP+). Bidder should be a qualified electrical contractor with CIDB 6EP+, registered on the Central Supplier Database (CSD) and in good standing for municipal rates/taxes, with SARS tax compliance. Scope covers three cable runs (~6.85 km of 150mm MV cable) and related works.

Requirements

• CIDB grading of 6EP or higher
• CIDB registration and compliance with procurement rules
• CSD registration and active status at award
• Tax clearance: SARS TCS/PIN or printed certificate; separate TCS for joint ventures
• Proof that company and directors do not owe municipal rates/taxes (3-month/90-day rule)
• Mandatory returnable documents: MBD 1, MBD 4, MBD 5, MBD 6.1, MBD 8, MBD 9 (and JV docs if applicable), CIDB certificate, BBBEE status, VAT, Workmen’s Comp, registration certificates
• Site briefing/attendance and adherence to compulsory briefing (05 Oct 2026) and bid submission rules
• Compliance with two-stage evaluation: functionality threshold (60 points) then 80/20 price vs preferences
