Overview

Procurement of a panel of 20 service providers for the maintenance of the unpaved road network (regravelling, blading, drainage structures, and ancillary works) on various roads for 36 months, CIDB grading 5CE ONLY as and when required. (Regravelling Bid Document CSRT BID02 2026 27.pdf) Eligible bidders are CIDB CE class contractors with a 5CE rating, registered in the CIDB database, and capable of Free State regional delivery. The process applies 90/10 preferential procurement rules.

Requirements

• CIDB grading: 5CE ONLY; CIDB CE class registration.
• Registration: CIDB, Tax Compliance (PIN), and Central Supplier Database (CSD) where applicable; multi-party arrangements require separate TCS/CSD for each party.
• Locality: Free State based offices.
• Briefing: compulsory regional briefing sessions; attendance is mandatory.
• Returnable documents: all standard bidding documents (SBDs), pricing schedules, and contract data; complete and signed.
• Evaluation: three-phase (Mandatory, Functionality 45 points, Price/Preferences); minimum functionality 60% with a pass mark of 27 points; then price and preference scoring.
• Experience and personnel: documented project experience; Contracts Manager with Civil Engineering qualifications; staff CVs with SAPS verification; full-time on-site personnel.
• Plant/equipment: owner/lease proof for required plants; pack scoring for listed assets; locality scoring.
• Other: comply with tax and regulatory requirements; security/insurance may be required; contract adherence and completion conditions apply.
