Overview

This tender seeks the appointment of a contractor on CIDB level 8CE or higher to construct a cellular bridge on Primary Road P33/2 (R59) Saltpan and to maintain adjacent access roads at Viljoenskroon, Fezile Dabi, for a 12-month period. The project targets CIDB CE class contractors, with mandatory compliance to CIDB, tax and supplier registration requirements (CSD/SARS), and adherence to the department’s procurement framework.

Requirements

• CIDB designation equal to or higher than 8CE; registered in the CE class (or joint venture members collectively meet 8CE+).
• CIDB registration certificates; JV agreements and authority where applicable.
• Tax compliance: SARS PIN or Tax Clearance Certificate for all tender participants; CSD registration where applicable.
• Compulsory requirements: attendance at a compulsory briefing; proof of CIDB registration; SAPS-certified IDs for active company members not older than 3 months; CIPC shareholding certificate (not older than 3 months) for JV members; Joint Venture documentation if applicable.
• Returnable documents include Schedule C (Compulsory Enterprise Questionnaire), Schedule L (Tax Clearance), Schedule M (Pricing Schedule), Schedule K (CIDB registration), Schedule N (Bidders Disclosure), Schedule O (Preferential Procurement), Schedule P (Declaration of Interest), and related forms.
• Stage 2 requires substantial functionality scoring (e.g., bridge/construction experience over water, key staff qualifications, plant/equipment capacity, methodology for working in water environments) with a minimum 70% functionality threshold.
• Compliance with Occupational Health and Safety Regulations (Construction Regulations 2014) and relevant acts.
• Preference points under the 90/10 system apply; all targeted enterprise criteria must be addressed (e.g., black ownership, women/youth/disability ownership as applicable).

• Submission deadline: 07 October 2026 at 11:00. Verification of attendance at the compulsory briefing is required; late submissions are not accepted.
• Briefing session: Mandatory briefing on 14 September 2026 at 10:00 (Saltpan Viljoenskroon). Details and attendance will influence addenda distribution.
• Submission method: Bids must be deposited in the bid box at Perm Building, 45 Charlotte Maxeke Street, Bloemfontein 9301 (Ground Floor or as stated in the tender data).
