Requirements

• CIDB: minimum 8CE; CIDB CE class registration.
• Mandatory briefing attendance.
• Tax compliance: SARS PIN or CSD registration; tax status verification; separate PINs for joint ventures/consortia.
• Returnable documents: complete Form of Offer and Acceptance, Pricing Schedule, Schedule of Returnables, and relevant CVs/credentials; JV agreements if applicable.
• Project team qualifications (for functionality): personnel with Civil Engineering qualifications; proof of experience on roads/bridges; CVs with dates; local Site/Contract management staff (SACPCMP/SAPS where required).
• Volume 3 project documents and environmental/health & safety plans; Volume 4 to be issued at tender stage.
• Preferences: 90/10 procurement with specific goals (ownership by Black people, women, youth, disability, military veterans) and minimum functionality score (27/45) to proceed to price evaluation.
• Locality considerations: points for being locally based within Free State; local office preference.
