Overview

Procurement of a contractor for the special maintenance of primary road P18/4 and 44 km of adjacent access roads between Hobhouse and Ladybrand for 24 months, CIDB 9CE. Suitable bidders are CE-class contractors with CIDB registration, able to subcontract at least 30% locally and meet labour-intensive supervision requirements. Requirements

• CIDB minimum: 9 CE; registered in CE class (or ability to register prior to evaluation) (see attached document).
• Experience: evidence of similar works (upgrading/maintenance) with appointment letters and completion certificates; projects typically above a threshold (e.g., >R150 million) and verifiable references; CVs for key staff with SAPS-certified qualifications.
• Plant/equipment: ownership or approved lease of specified assets; proof via eNatis, with listed items such as graders, tipper trucks, excavator, recycling and chip spreader.
• Compliance: tax status (TCS/PIN or CSD number), CIDB registration, and all applicable certificates; Occupational Health and Safety compliance; health and safety plan.
• Site activities: compulsory clarification/site visit; attendance documented; addenda issued to attending bidders.
• Preferences and local enterprise goals: minimum 30% of contract value subcontracted to local contractors; 90/10 preference system; specific goals for ownership and enterprise profiles (e.g., black/women/youth/disability veterans).
