Overview

The City of Tshwane invites bids to appoint a service provider for professional interpreting (simultaneous and consecutive), translation and editing services for six months on an as-and-when-required basis. The opportunity targets language-service providers with qualifications in South Africa’s official languages, including South African Sign Language, plus foreign languages, and with capacity for remote interpreting if needed (see attached documents Q07-2026-27 QUOTATION DOCUMENT.pdf).

Requirements

• Qualifications and experience
  • South African official language practitioners: relevant qualifications and at least three years’ experience; CVs for each language combination.
  • South African Sign Language interpreters: relevant qualifications and at least three years’ experience; at least two CVs.
  • Foreign language practitioners: bachelor’s degree (Arts, Social Sciences, or equivalent) and language-translation/editing qualifications; experience in at least two foreign languages (e.g., French, Portuguese).
  • Minimum two contactable reference letters for prior relevant work.
• Delivery and staffing
  • Deployed personnel must cover simultaneous, consecutive, and translation/editing tasks; on-time attendance; standby interpreters; familiarity with interpreting equipment; subject-matter knowledge of local government terminology; possible on-site coordinator; ability to provide remote interpreting when needed; no meals charged unless arranged.
• Compliance and documentation
  • Tax compliance status (PIN) or CSD number; CSD registration valid.
  • Municipal rates and taxes up to date for bidder and key personnel; signed MBD forms (1, 4, 5, 8, 9); audited financials for last three years or evidence of exemption; JV documents if applicable.
  • Compulsory briefing attendance; all pricing items must be quoted; corrections must be initialled and inked (no correction fluid).
• Evaluation and preferences
  • 80/20 preference (price vs. BBBEE/specific goals); BBEE certificates or sworn affidavits; local economic participation goals.
• Other
  • Stage-based evaluation: Administrative Compliance, Mandatory Requirements, then Preference Points; binding 90-day tender validity; market analysis and potential contract adjustments.
