Overview

The City of Tshwane invites a single service provider to supply, deliver, commission and hand over fully fitted thermal drones (with extended warranty), plus operator training and certification, to the TMPD and ESD. Bidders should be experienced UAV suppliers with SACAA RPAS compliance, an SA OEM dealership/guarantees, and valid CSD and tax clearance.

Requirements

• Minimum 3 years’ experience in supplying, delivering, commissioning and handing over fully fitted thermal drones with extended warranty and training; provide at least two relevant references.
• Proof of manufacturer brochure and proof from OEM that you are an accredited SA dealer with ongoing warranties; include a detailed project plan and timelines.
• Confirmed OEM authorization letter and tools/skills to complete the project; include a technical capability letter.
• Completed, signed MBD forms (MBD1, MBD4, MBD5, MBD8, MBD9) and, if applicable, an authorization/delegation for signatories.
• CSD registration (or PIN) and tax clearance; up-to-date municipal rates for bidder and all owners/directors; include supporting documents.
• Annexure A (Verification Form) fully completed and signed by both bidder and client for each referenced project.
• Manufacturer brochure (not copied from the tender) and photographic visuals of the proposed drone technology.
• Pricing schedule completed with no Pen/Tippex corrections; totals coherent; include items for drone system and training per personnel.
• Warranty (minimum 2-year extended warranty incl. OEM coverage) and clear after-sales/turnaround times; training and certification aligned to SACAA Part 101.
• Compliance with SACAA, RPAS Part 101, OHS Act, ICASA (where applicable); drones approved for lawful operation in SA.
• Delivery, commissioning, handover, and acceptance sign-off; service levels or SLA may be required.

• Mandatory documents: Tax PIN or CSD, valid CSD, municipal rates up to date for bidder and owners, signed MBD forms, Annexure A, and evidence of OEM authorization.
• Briefing session: not applicable (N/A).
• Validity: bids remain valid for 90 days from closing date.
