Overview

The City of Tshwane invites an RFQ for the once-off supply, delivery and off-loading of a complete portable wireless sound system and accessories for the Tshwane Metro Police Department. The package is a turnkey audio setup (mixer, wireless mics, loudspeakers, stands, cases, interconnects) with on-site commissioning, user handover, and asset documentation. Suitable bidders are professional audio-PA suppliers capable of delivering current-generation gear in SA, with on-site deployment experience for public events; registration on CSD and SARS tax compliance are mandatory, and responses must be via the online Ariba platform by 29 Sept 2026. Requirements

• Turnkey system per scope: 1 compact digital mixer with wireless control, 5 wireless mic systems, 4 full-range powered loudspeakers with stands, interconnects, power distribution, protective cases, and handover documentation. (see Q28-2026-27 QUOTATION DOCUMENT.pdf)
• Technical specs and performance: STI ≥ 0.45, end-to-end latency ≤ 10 ms, setup <30 minutes, weather-resilient equipment, portable packaging, and 24 months spares/service with minimum 12 months warranty.
• Regulatory and safety: Electrical compliance (230V, 50 Hz), ICASA frequency compliance, CE/ETL safety certifications.
• Mandatory documentation: Full item brochures/datasheets; MBD forms; Tax PIN or CSD registration; valid CSD; municipal rates up to date for bidder and key owners; audited financials if turnover > R10m; JV documents if applicable; attendance at compulsory briefing if applicable; complete pricing schedule with all items.
• Evaluation: Stage 1 Administrative Compliance; Stage 2 Mandatory Requirements; Stage 3 80/20 Preferential Points (BBBEE and other goals).
