Overview

Procurement of professional engineering services to support town-planning subdivision applications on City-owned properties, including Civil Services, Geotechnical/Geological, and Route Determination reports. Open to Professional Engineering Service Providers with ECSA-registered engineers, including options for a single entity, a joint venture/consortium, or a single engineer with multi-disciplinary registration. Submissions are via the online Ariba portal and close 5 October 2026 at 10:00. Six property reports are specified, with a six-month SLA and a 90-day bid validity.

Requirements

• Professional Engineers registered with ECSA for each service: Route Determination (Civil/Transport Engineer), Geotechnical, and Civil Services. If one engineer covers multiple disciplines, provide written justification; otherwise provide certified registrations for each discipline.
• Team composition options: A) single entity with multiple professionals, B) joint venture/consortium, C) single Pr.Eng with justification. Provide names, registrations, and experience.
• Subcontracting: disclose all subcontractors, scope, BBBEE status, and provide registered engineers where subcontractors contribute to any service category.
• Deliverables: Civil Services Reports, Geotechnical/Geological Reports, Route Determination Reports; comply with by-laws, SANS, GTIA, and related standards; provide at least one hard copy and one electronic copy.
• Administrative compliance: Tax PIN/CSD, valid CSD, up-to-date municipal rates, and complete MBD forms; JV specifics if applicable; compulsory briefing attendance where required; complete pricing schedule with no corrections or tippex on the price schedule.
• Returnable documents: Company registration, Tax clearance or PIN, BBBEE, Rates/Taxes, CSD summary, and other MBD forms as applicable (see attached documents). (see Q30-2026-27 QUOTATION DOCUMENT.pdf)

Notes: Pricing schedule comprises six items corresponding to the six reports listed for Mabopane, Claudius, Mamelodi East (two), Eersterust, and Farm Hondsrivier. The project is six months, with milestones for inception, draft, and final reports. Data ownership remains with the City.
