Overview

• Appointment of a service provider for the supply, delivery, offloading and assembly of anti-illegal dumping signs at prevalent illegal dumping spots, as and when required for a period of 12 months. Target bidders include signage manufacturers/installers, chromadek sign suppliers, and hardware/installation service providers. Key gating criteria include registration on the Central Supplier Database (CSD), tax compliance status, and BBBEE considerations.

Requirements

• Administrative and pre-qualification documents (compulsory): MBD forms 1, 4, 6.1, 8, 9; three contactable reference letters for similar work; CSD number or tax compliance status; municipal rates/taxes up to date; ownership details for SA-based bidders.
• Compliance criteria: Tax clearance (PIN) or CSD; ownership and director information; no service-of-state conflicts; signed authorization if not a director.
• Technical scope: Supply, delivery, offloading and assembly of signs in three chromadek sizes, plus poles, bolts/nuts and washers; three to four sign types plus hardware (items 4–7 in the scope).
• Evaluation: Three-stage process—Administrative compliance, Mandatory compliance, then 80/20 preferential scoring (price vs. BBBEE/specific goals).
• Commercial terms: Bids valid 90 days; pricing schedule must cover all items; corrections must be inked/initialled; e-tender submission only.
