Overview

The City of Tshwane seeks a service provider to verify qualifications and conduct background screening of current and prospective employees, as and when required. Bidders should have capabilities in national/international qualification verifications, professional registrations, employment checks, and criminal record checks, with data management for auditing. Responses must be submitted online via the Ariba portal by 5 August 2026 at 10:00, with a 90-day validity period.

Requirements

• Evidence of tax compliance (PIN or SARS PIN) and valid Central Supplier Database (CSD) registration; municipal rates/taxes up to date for bidder and SA-based owners.
• Duly signed MBD forms (MBD 1, 4, 5, 8, 9) or delegated authority; all sections completed.
• Audited financial statements for the latest three years, or proof not required by law.
• 2+ reference letters for similar work; clearly defined proposal showing verifiable qualification types and turnaround times.
• BBBEE status with certificate or sworn affidavit; 51% ownership tests for women/disabled/youth as applicable; Local Economic Participation points.
• Pricing schedule with per-qualification item pricing and a supplementary costs schedule; no Tippex corrections on the price schedule.
