Overview

The City of Tshwane invites bids to appoint a service provider to deliver professional and technical training for Group Audit and Risk (IT Auditors and Risk Practitioners) for the next 12 months, aligned to the Work Skills Plan. Ideal bidders are IT/audit training providers with CPD delivery capability, ISACA/IRMSA/IIA/BCI accreditation (or SAQA/SETAs), and the ability to deliver both online and in-person sessions, with CPD certification and documented training experience.

Requirements

• Central Supplier Database (CSD) registration and valid tax compliance; CSD or tax PIN must be current.
• Duly signed MBD forms (MBD1, MBD4, MBD5, MBD8, MBD9) or authorized delegation if not signing personally.
• Returnable documents: CSD summary, Tax clearance PIN, BBBEE certificate or sworn affidavit, municipal rates/taxes status, and company ownership details; include proof for all owners/directors.
• Audited financial statements for the last three years (or proof not required if legally not mandated) for tenders above R10m.
• Demonstrated experience with at least three reference letters; CVs of training team with qualifications, SAQA verification if non-SA qualifications; evidence of ISACA/IRMSA endorsement and ETQA accreditations (Assessor/Moderator).
• Training materials must be certified/endorsed where applicable (ISACA for IT; IRMSA/IIA for risk), and CPD points allocated per course.
• Preference points: 80/20 in terms of BBBEE and other specific goals; provide required BBBEE documentation.

Notes: Pricing Schedule includes Category A IT (CISA, CRISC, CISM, COBIT) and Category B Risk (Project Risk Management, Business Continuity, Risk Appetite/Tolerance); unit counts and VAT at 15%. The contract references MBD7 for final contract signing; bids valid for 90 days post-closing.
