Overview

The City of Tshwane seeks to procure Protection Officers, Council Orderlies and required equipment for Council meetings. This RFQ (Q18-2026-27) is open to bidders registered on the Central Supplier Database (CSD) and with a valid CSD number. Requirements

• PSIRA registration certificate (mandatory); COIDA registration; SAPS Police Clearance (not older than 6 months); three reference letters; evidence of access to financial facilities (FSCA/Reserve Bank) totaling at least R300,000; CSD status and tax compliance (PIN) or CSD registration; Audited financials where applicable; on-site supervisor; crowd control certification; SA citizenship for deployed personnel; minimum PSIRA grades: Officers Grade C, Supervisors Grade B (Grade A preferred); SASSETA Crowd Control Certification; minimum 3 years’ relevant crowd-control security experience.
• Additional practical needs: 20 officers (15 male, 5 female); transport, two-way radios, and other required equipment; English plus another SA official language; on-call basis including evenings/weekends/holidays; on-site supervisor for deployments.
• Mandatory bid documentation and pricing completeness (pricing schedule, MBD forms 1/4/5/8/9, etc.), with no corrections fluid; compliance with administrative and mandatory requirements, plus 80/20 price-preference rules (specific goals documented in the bid).
