Overview

• RFQ for the supply, delivery and offloading of metal shelf clips and metal book ends with rubber to City of Tshwane Library and Information Services on an as-and-when-required basis. Bidders must be CSD-registered with a valid CSD Number, comply with tax requirements, and submit responses via the online Ariba portal by 10:00 on 11 September 2026.

Requirements

• Central Supplier Database (CSD) registration with valid CSD number; tax compliance status (PIN/TCS) or equivalent.
• Up-to-date municipal rates and taxes for the bidder and all SA owners/directors (with supporting statements as needed).
• Duly signed MBD forms (at minimum MBD1, MBD4, MBD6.1); if signing is by an official, include delegation of authority.
• Audited financial statements for the most recent three years, or proof not required by law (applicable for tenders above R10m with MBD5).
• If bidding as a Joint Venture, provide all party documentation and a signed JV agreement.
• Complete pricing schedule for all items; avoid corrections with correcting fluid; ensure signatures/initials where required.
• Returnable documents: Tax PIN/CSD, CSD summary, municipal accounts, BBBEE certificate or sworn affidavit (for preferences).
• Preference points: 80/20 system (price vs specific goals); provide BBBEE certificate or sworn affidavit; meet specific goals (women, youth, disability, etc.) as applicable.
• Attendance at compulsory briefing (where applicable); for this tender, briefing is not applicable (N/A).
• Scope confirms 12-month duration with centralized delivery to Es’kia Mphahlele library; 58 libraries across 7 regions.
