Overview

Mandela Bay Theatre Complex is seeking external investigation services to address alleged conflicts of interest related to relocation accommodation for MBTC staff, to be conducted under the Audit Committee. This RFQ (Alleged Conflict of Interest Investigation Services) requires a detailed methodology, pricing, and a qualified forensic investigations team.

Requirements

• Qualifications and credentials
  • Collective forensic investigation experience across the team
  • Qualifications across team levels (postgraduate in forensic investigation, law, auditing; bachelor’s degrees in the same fields)
  • Professional certifications (e.g., CFE/CIA/CA(SA)/ICFP) and professional body memberships (ACFE, Institute of Commercial Forensic Practitioners, PSIRA, IIA)
  • Only bidders affiliated with the listed professional bodies will be considered
• Methodology and deliverables
  • Detailed methodology and phased approach (Preliminary evaluation, Planning/Scoping, Fieldwork, Reporting, quality management)
  • Engagement plan, budget, project plan with milestones, progress reports, final report, and evidence files
  • May include polygraph testing and support for disciplinary/criminal proceedings
• Experience and references
  • Submit reference letters addressing fraud/forensic investigations, 5-year window, on company letterhead and signed
  • Include organisation, scope, contact, contract amount, period, outcomes
• Pricing and compliance
  • Price must be VAT inclusive and include delivery; provide breakdown by role
  • Estimated hours: Project Director 10, Senior Manager 20, Audit Manager 30, Auditors 50; final hours may vary
  • No prepayment; 90-day quotation validity
  • Complete SBD4 and SBD6.1 forms
• Evaluation
  • Functionality up to 40 points; price/BBBEE up to 10 points (total 50). Minimum 40 points for functionality to proceed to price/BBEE stage
  • Price schedule aligned to the hours table; include disbursements and VAT
