Overview

Procurement of an external audit service to conduct annual landfill compliance audits at Humansdorp and Hankey for a three-year period. Open Tender by Kouga Local Municipality; intended for service providers with environmental/audit expertise, a SACNASP-registered lead auditor, and eligibility for B-BBEE preferential procurement.

Requirements

• Demonstrated landfill-audit experience in the last 5 years with proof; lead auditor to have 5 years’ landfill-audit experience and SACNASP registration.
• Compliance documents: Tax Compliance PIN, Central Supplier Database (CSD) registration, latest municipal billing clearance, audited financial statements (last 3 years), and relevant ID/corporate documents.
• B-BBEE: Must submit a B-BBEE status certificate or sworn affidavit; evidence of local presence for specific-goals scoring.
• Functionality: Minimum threshold of 70% for the functionality criteria; detailed tables of experience and lead auditor qualifications must be completed with supporting references.
• Contract/appointment specifics: Three-year contract (36 months), performance security within 30 days of award, and price stability with 80/20 evaluation (price vs. specific goals).

• Documents to submit/complete: Official bidding forms (including MBD7 Form of Offer and Acceptance), declaration of interest, preference points form (MBD6.1), proof of tax compliance, CSD number, VAT status, South African IDs for directors, and evidence of previous relevant work (Audited statements and reference letters). Notes: The tender may allow more than one contractor or use of sub-contractors; evaluation is 80/20 (price vs. specific goals) with 70% minimum for functionality. Prices must be firm and include all audit-related costs; payment upon delivery of complete audit reports.
