Overview

The Central Bank of Kenya invites bids for an annual subscription, maintenance and support for the Splunk Monitoring Platform for three years. Suitable bidders are IT services firms with Splunk expertise, software maintenance, licensing, and deployment experience, compliant with Kenyan public procurement rules (eligibility, anti-corruption, tax compliance, etc.).

Requirements

• Tender Security: Kes 50,000; valid for ~170 days from tender opening.
• Price/Validity: Prices in Kenyan Shillings; tender validity 140 days.
• Eligibility: not debarred; tax compliance certificate; comply with Kenyan procurement rules (PPRA/CAC); joint ventures allowed with defined liability; foreign bidders must meet local-content rules.
• Conformity: evidence of Information System conformity, eligibility, and required documentation (Forms, JV agreements if any, subcontractor details, IP).
• Local content: foreign tenderers must source at least 40% of inputs from Kenyan suppliers.
• Documentation: Form of Tender, Price Schedules, Tender Security or Declaration, and documentation establishing eligibility and conformity.

• Submission: sealed plain envelopes placed in Green Tender Box No. 3, main entrance, ground floor, CBK Haile Selassie Ave. No electronic submissions.
• Documents to submit: Form of Tender with Price Schedules; Tender Security or Declaration; JV documents if applicable; eligibility/Conformity evidence; subcontractor details; IP disclosures; any other documents listed in the TDS.
