Provision of anti-fraud and corruption hotline services to Ugu District Municipality for a 12-month period. • Accreditation by the Ethics Institute of South Africa and compliance with relevant whistle-blowing legislation; capacity to support ethics programs and deliver training/posters; separate rates for any ethics/fraud surveys.
• Deliverables include a customized hotline service for the 1-year contract and regular reports to authorised officials; broad marketing of the service within UGU DM and stakeholders.
• Compliance/documentation: CIPC registration; certified IDs of directors/owners; Central Supplier Database (CSD) registration (updated within 3 months); SARS Tax Compliance Status PIN; MBD1, MBD4, MBD6.1, MBD8 and MBD9; proof of ownership for Specific Goals; proof of municipal payments; disability proof if applicable.
• Evaluation framework: PPPFA with 80/20 (price vs. specific goals) or 90/10 if applicable; specific goals include ownership, local district/province, and other goals. Right to accept part or none of bids; compliance with Regulation 44.
