Overview

This tender seeks to appoint a service provider to supply and deliver west coast rock lobster traps (consumable goods) to the Department of Forestry, Fisheries and the Environment’s Marine Living Resources Fund (MLRF). Suitable bidders are marine equipment suppliers with capability to provide consumables, hold valid registrations (CSD, tax), CIDB registration, and delivery capability to Cape Town, with adherence to PPPFA/Specific Goals requirements and contractual terms.

Requirements

• Submit on official forms: SBD 1, 2, 3.1/3.3, 4, 6.1 (completed and signed).
• Tax compliance: valid Tax Clearance Certificate or Tax Compliance Status Pin; CSD/MAAAs up to date.
• CIDB: meet minimum category and level as specified by SCM (to be confirmed).
• CIDB/ownership disclosures and identity documentation as required for JV/consortia or sub-contractors.
• No bids from persons in the service of the state.
• Delivery within 60 days of issue of Purchase Order; payments within 30 days on valid invoice.
• Prices must be firm, VAT inclusive; bidder to be registered on MLRF Oracle ERP if awarded.
• Provide required documents: CK1, authority to sign, certified IDs, etc.
• Complete and sign contract forms (SBD 7.x) as applicable.

• Submission method: via email to MLRFQUOTATIONS@dffe.gov.za; no hand-delivered RFQs accepted (also listed as bid box option in document) (RFQRFQ details).
• Documents to submit: all SBD forms, Tax clearance/Tin, CSD proof, CK1, identity docs, authority letters, and pricing schedule with firm prices.
• Pre-qualifications: CSD registration; tax matters in order; MLRF Oracle ERP registration within 7 days of PO if selected.
• Delivery address: Foretrust Building, Martin Hammerschlag Way, Foreshore, Cape Town, 8001 (see Annexure A).
• Pricing: provide a firm price on the Pricing Schedule; 60-day validity from closing date.
• Notes: Bidders must submit original proof for specific-goals claims if claiming PPPFA points; the 80/20 or 90/10 system will apply depending on bid value. Annexure A details specific-goal points (8 for 51% black ownership, 4 for women ownership, 4 youth, 4 disability).
