APPOINTMENT OF A B-BBEE VERIFICATION AGENCY TO CONDUCT THE B-BBEE VERIFICATION PROCESS FOR THE 2024-25 FINANCIAL YEARClosed

Overview

The Department of Cooperative Governance and Traditional Affairs (COGTA), KwaZulu-Natal, is appointing a B-BBEE verification agency to conduct the B-BBEE verification process for the 2024-25 financial year. Bidders should be SANAS-accredited verification agencies with BBBEE verification experience, capable of delivering inception, implementation and close-out phases, producing verification reports, scorecards and B-BBEE Certificates (for Cogta).

Requirements

• SANAS Accreditation as a B-BBEE Verification Agency (proof required).
• Project leader must be a member of a recognized professional body (e.g., BBBEE professionals, accounting/auditing).
• Minimum five reference letters/POs/award letters showing BBBEE verifications for Measured Entities.
• Ability to deliver across the three project phases within a 2-month contract, with deliverables as defined in Annex A (Inception, Implementation, Close-Out).

  • Pricing Schedule – Firm Prices (Services) and SBD 6.1 (Preference Points) forms; SBD 7 may be required for the contract.
  • SANAS accreditation evidence; proof of project-leader professional membership; 5 BBBEE verification references.
  • Tax compliance: SARS PIN/TCS (or CSD number if no TCS PIN); ensure compliance for entities/joint ventures.
  • Annexure A Terms of Reference (DQP 50/2026 LG REQA85760) and any other tender forms required by CogTA.

  • The bid is subject to the Preferential Procurement Regulations 2022 (80/20 system; 80 for price, 20 for specific goals).
