Appointment of a BBBEE transformation agency for a period of 3 years to develop, implement, and support HSRC’s B-BBEE transformation plan. Bidders should have BBBEE advisory capabilities, B-BBEE transformation credentials, and relevant experience with public entities.

Requirements

• Pre-qualification and certifications: SANAS Technical Assistant certification; proof of B-BBEE transformation certification; membership to relevant professional bodies; POPIA compliance.
• Experience: minimum 5 years in B-BBEE advisory/transformations for public entities; senior consultant CVs with demonstrated expertise.
• Deliverables and methodology: detailed B-BBEE transformation plan, policy/roadmap, training, due diligence, and change management approach; track-and-trace capabilities with reporting.
• Track record: client reference letters (past 4 years) on client letterhead with contact details.
• Financial viability: audited financial statements for 2022/23, 2023/24 and 2024/25.
• Compliance: SBD 6.1 forms for preference points (80/20 or 90/10) and evidence for specific goals; disclosure per SDB4 Annexure A.
• Specific goals: demonstrate SMME, black ownership, youth, women, and disability targets with supporting documentation.
