Overview

This tender seeks the appointment of a Consultant to implement an accredited Safety and Security SETA (SASSETA) Learnership Programme within Nkangala District Municipality for 50 learners per financial year (2026/2027, 2027/2028 and 2028/2029) (RE-ADVERT). Bidmers should be consulting firms with SASSETA accreditation, PSIRA Grade A registration, and capacity to run a three-year programme (150 learners total across six municipalities). Requirements

• SASSETA registration/accreditation and PSIRA Grade A registration.
• Tax compliance: provide SARS Tax Compliance Status (TCS) or PIN; separate TCS for consortia; if no TCS but CSD exists, provide CSD number.
• Compulsory returnable documents: Forms A–N and corresponding schedules (and Forms P–U as applicable) plus supporting documents (e.g., proof of professional indemnity, membership with professional bodies, etc.). (see 5 List of Returnable Documents)
• Evaluation criteria: minimum 70/100 to proceed to price/specific-goals; focus on Project Director/Team Leader, Programme Facilitator, Physical Resources, and Firm Experience.
• Required insurances and contract conditions: Professional Indemnity Insurance; confidentiality; and restrictions on media statements.
• Special JV/consortium rules: joint liability, shared control/management, and authority resolutions.
