• Mandatory bid documents: SBD 1 (Invit to bid) and SBD 4 (Declaration of Interest); SBD 6.1 (Preference Points Claim Form) included.
• Administrative compliance: proof of authority to sign; COIDA Letter of Good Standing; all pages completed.
• Technical capacity: track record of dredging (3+ projects for max points, with reference letters); permit evidence (Dumping Permit); CV for civil technician with diving certificate; ISO 9001:2015; diving certificate.
• Equipment: proof of required dredging equipment (spud leg barge, long-reach excavator, surface-supplied dive system, diver dredge pump).
• Functionality threshold: minimum 70 points to proceed to price/preferential evaluation.
• Preferences: 80/20 (price vs. specific goals) or 90/10 system flag as applicable; specific goals include ≥51% Black Ownership, ≥51% Women Ownership, ≥51% Youth Ownership, ≥25% People living with disability Ownership (proof required).
