APPOINTMENT OF A CONTRACTOR FOR THE LINING OF TWO PONDS IN HANOVER IN THE NORTHERN CAPE – COMPLETION PHASE. Open tender for a contractor to line two municipal ponds in Hanover, Northern Cape, issued by MISA. Bidders must have CIDB 3CE or higher (or higher per tender value) and be CIDB registered; joint ventures allowed under CIDB JV rules; procurement follows NEC3 ECC Contract, Option B.

Requirements

• CIDB: contractor grading 3CE or higher; CIDB registration; allow joint ventures with appropriate CIDB rules; lead partner must meet grade requirements.
• Eligibility: proof of CIDB registration, together with JV agreements if applicable.
• Registrations and compliance: registered on Central Supplier Database (CSD) prior to award; tax matters in order (SARS); SBD requirements; POPI considerations.
• B-BBEE: subcontracting >25% requires valid B-BBEE certificates (CSC000) or sworn affidavits; CSC000 certificates SANAS-verified for points; consolidated B-BBEE for joint ventures.
• Tender submissions: must use official forms; no correction fluid; original + one copy + one scanned copy on USB; no electronic submissions.
• Evaluation: Phase 1 eligibility; Phase 2 functionality; Phase 3 price (80) and specific goals (20); minimum functionality points required.
• Specific goals: 20 points total (Women 5, Youth 5, Northern Cape location 5, B-BBEE level 1–2 for QSE/EME 5).
• Briefing/site visit: compulsory; 26 October 2026 at Emthanjeni Local Municipality, Hanover.
• Returnable documents: SBD 1, SBD 4, SBD 6.1, CSD Annexure, Schedule 1 & 2, resolutions, etc.
• Compliance checks: PAC/defaulter registers, conflicts of interest, and related enterprise disclosures.
