Overview

The tender seeks the appointment of a debt collection agency for a three-year period to recover municipal debts for Lepelle-Nkumpi Local Municipality. It targets debt-collection entities with in-house capabilities, professional membership (ADRA and/or Law Society), and the ability to interface with the Solar Financial System. Requirements

• Administrative and regulatory compliance: complete MBD forms 1, 3.3, 4, 5, 6.1, 8, 9; attach company registration, IDs for directors, tax PIN/CSD, signatory authority, and municipal rates proof; Bid validity 90 days.
• Professional/ethical eligibility: proof of registration with ADRA and/or Law Society/Council for Debt Collectors Act; no conflicts of interest; verification of past conduct per SCM rules.
• Technical capability: in-house debt collection software with license; capability to interface with the Solar Financial System; appropriate IT/network provisions.
• Experience and staffing: demonstrated history (4+ debt-collection projects); in-house legal division; qualified staff with relevant diplomas; detailed team composition.
• Financial and operational capacity: demonstrable financial standing; bank rating letter; area capability within Lepelle-Nkumpi jurisdiction.
• Commission model: no collection means no pay; pricing based on a commission (FORM C specifies total commission including VAT, 15% VAT applicable to VAT-registered vendors).
• Other: service area flexibility within Lepelle-Nkumpi, compliance with GCC and special conditions, and proper conduct throughout the process.
