Overview

Procurement of a Mechanical and Electrical contractor for the repair, refurbishment and upgrade of Umthamvuna Water Treatment Works and Pump Station, Ugu District Municipality, KwaZulu-Natal. Bidders should be mechanical/electrical contractors with CIDB 3ME or higher, proven water treatment/industrial refurbishment experience, and personnel registered with ECSA (Electrical Engineer as Contract Manager and Mechanical Engineer/Technologist) with at least 5 years’ relevant water/wastewater experience. The contract is NEC3 Engineering and Construction (Option B) priced with a Bill of Quantities.

Requirements

• CIDB: 3ME or higher (or capability to achieve prior to evaluation); joint ventures allowed with conditions.
• Compulsory briefing and site visit attendance; sign attendance register.
• Resources: Registered ECSA professionals as Contract Manager (Electrical) and Mechanical Engineer/Technologist with 5 years’ water/wastewater experience.
• Submissions: CIDB, CSD, tax compliance, B-BBEE (CSC000/sworn affidavits for EMEs/QSEs), joint venture agreements if applicable.
• Returnable documents: SBD 1, SBD 4, SBD 6.1, CSD Annexure, CVs, Schedule of Experience, Joint Venture/Authority documents, ECSA certificates (and CVs), and proof of completed projects (Schedule of Completed Projects).
• Evaluation: Phase 1 eligibility (CIDB, briefing attendance, etc.), Phase 2 functionality (min 60 points), Phase 3 price and preferences (80/20 with specific goals).
• Specific goals (up to 20 points): women, disability, youth, KwaZulu-Natal location, B-BBEE level 1–2 (QSE/EME).
