Overview

Appointment of a Panel of Accredited Service Providers for Skills Development in Siyancuma Municipality for a period of three years. Bidders with capabilities in skills development delivery, ETDP, project management and HR resources are invited to participate.

Requirements

• Bidders must be registered on the National Treasury Central Supplier Database (CSD) and provide proof of tax compliance status.
• Tax clearance PIN required; include proof in bid submission.
• Non-refundable deposit of R350; payment by EFT or cash; proof of electronic payment to be emailed to SCM.Siyancuma@gmail.com.
• Bids must be submitted on Official Forms, in a sealed Tender Box by the closing date/time; late or email submissions will not be considered.
• Evaluation uses 80/20: 80 points for price, 20 for specific goals; minimum functionality score of 50/70 based on Project Plan (30), Company Profile (20), and Human Resource Capability (20); local youth/goals contribute up to 20.
• Soft and hard bid documents available from 18 September 2026; bid must include a roll-out plan; PPPFA Regulations 2022 and GCC/SCC apply.
• Municipality may accept part or none of quotes and reserves the right to re-advertise; no obligation to accept the lowest quote.
