Appointment of a panel of advertising agencies for a period of thirty-six (36) months

Overview

EMAKHAZENI Local Municipality seeks to appoint a panel of advertising agencies for a period of thirty-six (36) months. The procurement covers advertising/marketing/communications services (print, online media, digital marketing, public relations and related work). Bidders should be advertising/communications agencies with public-sector experience, registration with SA advertising/communications bodies, tax compliance, and Central Supplier Database (CSD) registration, and must meet the SCM evaluation criteria (functionality, price and goals).

Requirements

• Functionality-based evaluation with a minimum passing score (70%): track record in print/online media, digital marketing, public relations; more than 5 appointment letters/purchase orders yields 40 points; registration with an official SA advertising body yields 20 points; account executive qualifications and registration yield up to 30 points.
• Proof of business qualifications: SA advertising/communications body registration; CV/qualification of the account executive.
• Compliance: valid Tax Compliance Status PIN or VAT/CSD registration; tax clearance; central supplier database registration; foreign bidders may need Part B information.
• Joint ventures/consortia: each party must submit separate tax/compliance documents and forms; Joint Venture resolution and joinder documents required; CSD/Joint Venture docs as applicable.
• Returnable documents: Forms A–R and associated authorities; Form C (Authority of Signatory); various declarations and supporting documents as per the tender package (Tender Document - Advertising Agencies.pdf).
• Preferences: 80/20 PSC with price 80 and specific goals 20; 90-day bid validity; no bids from state employees.
