Overview

SAFCOL invites bids to appoint a panel of legal service providers for a period of 5 years on an as-and-when-required basis. Bidders are law firms/companies and must select 1–3 of 11 legal categories (e.g., Competition, Corporate, Administrative, Tax, Contract, Labour, Mozambique law, etc.). Selected firms must meet professional standards, be registered with the Legal Practice Council, and provide required references and compliance documents (see Annexures and RFQ criteria).

Requirements

• Select 1–3 of 11 categories; more than three disqualifies.
• Phase 1: Administrative compliance (complete RFP documents, SBDs, SARS PIN/TCS or CSD, B-BBEE certificate or sworn affidavit, LPC/Good Standing, professional liability insurance,, acceptance of GCC/contract terms, attendance at compulsory briefing).
• Phase 2: Functionality (minimum 80/100; provide reference letters, lead personnel CVs, and at least three relevant matters).
• Phase 3: Specific goals evaluation (20 points; evidence for B-BBEE-specific goals).
• All consortiums/joint ventures must provide signed agreements; back-to-back contracts where applicable.
• Tenure: 5 years; panel engagements via RFQ per assignment; NEC4 PSC contract.
• Mandatory briefing session; security and confidentiality obligations.
