Appointment of a Panel of Moderators for AssessmentClosed

Overview

Procurement of a Panel of ETD Practitioners to moderate EISA/examination scripts for SASSETA qualifications. Bidders should be qualified moderators/assessors in security, policing, legal, and related fields, with registration or eligibility to practice as SASSETA assessors/moderators and relevant occupational qualifications listed in the Terms of Reference.

Requirements

• Mandatory qualifications: submit Phase 1 documents (ETDPSET ASET statements for assessor/moderator 115753/115759 or ODETD certificate) and proof of SASSETA Assessor/Moderator registration for the chosen qualification(s) (Phase 1).
• Phase 2 documents: submit certificates and supporting documentation for the selected SAQA qualifications (e.g., Family Law Practitioner, Close Protector, Paralegal, Security Officer, various policing/corrections roles) and demonstrate 3–5+ years relevant experience; provide reference letters.
• International qualifications must be SAQA-verified with proof of validity.
• Submit Standard Bidding Documents (SBD1, SBD3.3, SBD4, SBD6.1), CSD registration, tax compliance PIN (or CSD if no PIN), and initial contract compliance (Annexure A GCC).
• Compliance with two mandatory phases and a minimum functionality threshold (see Annexure B) to be shortlisted.
• Pricing schedule (SBD3.3) and company-specific quote, inclusive of VAT, with per-script rates and total pricing; contract value up to R50 million; 80/20 evaluation.
