Overview

Procurement of a panel of presiding officers for PSIRA for 36 months. The contract targets suitably qualified legal professionals (Attorneys or Advocates) or Independent Commissioners with relevant quasi-judicial experience to preside over PSIRA Code of Conduct Enquiries on an ad-hoc basis. A compulsory virtual briefing is required prior to bidding (05 Aug 2026), and bidders must be willing to travel to other provinces. Bidding includes rotation-based panel appointments with defined daily rates and travel reimbursements.

Requirements

• Minimum eligibility: either
  • Admitted and enrolled Attorney or Advocate with ≥3 years post-admission; or
  • Independent Commissioner under CCMA Rules with ≥3 years practice.
• Demonstrable experience presiding over disciplinary/enquiry proceedings and sound knowledge of administrative law.
• In good standing with the relevant professional body (e.g., LPC).
• Independence and conflict-of-interest disclosure; PSIRA may exclude or remove if conflicts exist.
• Attachments to submit: CVs, appointment letters, three redacted reports, three reference letters, proof of good standing, relevant GCC/ TOR sign-offs, SBDs as required.
• Additional terms: panel members are not guaranteed minimum work; travel may be required; confidentiality obligations.
• Pricing: daily rate up to R4,500 and R4.95 per km; rates are reviewable annually.
• Compliance: Tax/PIN/TCS requirements; CSD registration; no service-of-state conflicts.
