Overview

APPOINTMENT OF A PANEL OF PROBITY AUDITORS AND ADVISORS to provide independent probity audit and advisory services on CETA's procurement processes (RFP 003-2026/2027, Panel of Probity Audit v1.pdf). The aim is to appoint credible probity audit and advisory service providers to review CETA SCM/procurement for compliance, fairness, and integrity over a 36-month period. Bidders should have probity audit/advisory capability and leadership with membership in one of: CA(SA), CIA, or Registered Government Auditor.

Requirements

• Compulsory documents: proof of project lead/partner membership with CA(SA) or CIA or Registered Government Auditor; registration on National Treasury Central Supplier Database (CSD); tax-compliant status; JV requirements (if any); SBD forms (SBD1, SBD4, SBD6.1, SBD7.2) and GCC; BBBEE documentation; subcontracting details if applicable; pricing schedule; company profile; CVs; audited financial statements; references; bank letter.
• Team and capacity: proven capacity to deliver, stable team throughout the contract; team members’ accreditations must remain active; rates align with bid submission.
• Scope: probity audit (independent assurance on compliance, fairness, completeness of procurement) and probity advisory (guidance to enhance tender compliance and mitigate risks).
• Due diligence: possible on-site verification, employment contracts for proposed team, lease/office proof.
• Evaluation: 80/20 preference system; functionality threshold of 80+ to join the panel; reference letters (up to 20 points), methodology (25), team qualifications (30), and team experience (25). Price and specific goals later within the panel.

• Submission deadline: 28 July 2026 at 11:00. Submissions must be hand delivered to CETA Head Office, 52 14th Road, Noordwyk, Midrand 1687; sign the tender register on arrival.
• Submission method: one original hard copy plus one unlocked USB with all documents; bound and organized per schedules.
• Documents to submit (where specified in attached documents): SBD 1, SBD 4, SBD 6.1, SBD 7.2, GCC; proof of CSD registration; proof of professional body membership for the project lead; bank letter; reference letters; methodology and approach; CVs and qualifications of proposed team; pricing schedule; company profile; BBBEE documentation; financial statements; completed subcontracting information.
• Pre-qualifications: Tax clearance (or CSD compliance) required; each JV/consortium member must provide separate TCS or CSD where applicable.
