Overview

Procurement of a panel of qualified town planning professionals with a supporting multidisciplinary team to provide professional town planning services for the National Department of Public Works and Infrastructure for a 3-year term. Bidders should be town and regional planning practices (owned/controlled by registered professional planners) or multidisciplinary practices, with lead and specialist professionals registered with the relevant councils (e.g., SACPLAN for lead planner; other team members with SACNASP, ECSA, SACAP, SAGC, LPC, etc.). The process uses a single-contract, returnable-document approach with a compulsory briefing requirement across provinces.

Requirements

• The tenderer must be a Town and Regional Planning Practice or a multidisciplinary practice supervised by a registered planner, with certificates proving current professional registration for all principals and key personnel.
• Lead Professional Town Planner must be SACPLAN-registered; relevant professional registrations for all listed disciplines (civil, electrical, mechanical engineers; geotechnical; environmental; architect; land surveyor; conveyancing attorney) must be provided.
• Provide evidence of Professional Indemnity Insurance and proof of banking/financial credibility as required.
• Submit all returnable documents (T2.1 List and T2.2 Schedules), including DPW-09 PSB, CVs, IDs, board resolutions (PA-15.x), ownership particulars (PA-16.1), and CSD registration; comply with DPW-21 addenda if any.
• Attend at least one compulsory briefing session (across the provinces) and record attendance (DPW-16.1 PSB).

• Submission deadline: 20 October 2026 at 11:00. Submissions to CGO Building tender box, 256 Madiba Street, Pretoria (or electronically if issued electronically). The tender is opened after closing per T2/T1 data.
• Documents to complete/submit: Form of Offer and Acceptance (C1.1), DPW-09 PSB, Activity Schedule (C2.2.2 or C2.2.3), PI insurance proof, professional registrations, CVs, IDs, company/profile and organogram, PA-16.1 Ownership, PA-15.1/PA-15.2 consortium resolutions, DPW-16.1 Tender Clarification Certificate, DPW-21 addenda records, and any BBBEE documentation.
• Pre-qualifications/registrations: CSD registration; professional registrations for all listed personnel; Lead Planner must be provincially assigned (not serving more than one province); at least one SACPLAN-registered lead; full compliance with the Returnable Documents.
