Overview

EWSETA seeks to appoint a panel of researchers, evaluators, sector experts and other related specialists to generate evidence for policy, programmes and projects through 31 March 2030. Bids are invited from professional service providers (academia, research institutes, consultancies); individuals will not be accepted. The panel will enable EWSETA to access high‑quality technical expertise in energy and water, including research, M&E, data analysis, policy advice and peer review, with assignments contracted via RFQs.

Requirements

• Sector Experts: Master’s in a relevant field; minimum 5 years in energy or water sector; sector advisory outputs.
• Researchers: Master’s in a relevant field; minimum 5 years of applied research; evidence of reports or studies.
• Evaluators: Master’s in M&E or related field; minimum 5 years’ evaluation experience; familiarity with evaluation frameworks.
• Data Analysts: Honours degree; 3–5 years analytics experience; proficiency in dashboards/visualisation (Power BI, Python, R, etc.).
• Peer Reviewers: Master’s; minimum 8 years’ research/evaluation experience; quality assurance capability.
• Panel terms: appointment from date of contracting to 31 March 2030; work awarded via RFQ with SLAs; no guaranteed workload; potential rotational allocations.
• Administrative/compliance: CSD registration; SARS tax clearance; B-BBEE certificate or affidavit; SBD 1, SBD 4, Annexure 3; POPI consent; VAT status where applicable.
