Overview

Appointment of a panel of reverse circulation drilling service providers to augment the CGS’s drilling capacity for three years. Bidders should be experienced RC drilling contractors with rigs certified for shallow (≤200 m) and/or deep (200–450 m) holes, able to operate on an as-needed basis, and able to meet CGS’s compliance and procurement requirements (SBDs, tax, BBBEE, CSD).

Requirements

• Valid RC1 certificate for an operational reverse circulation drill rig; indicate shallow or deep drilling capability.
• Demonstrate tax compliance via SARS Tax Compliance Status PIN or CSD registration; separate submissions for joint ventures/consortia.
• Central Supplier Database (CSD) registration; provide proof of registration; joint ventures must provide JV agreements.
• Complete and sign required bid forms (SBD1, SBD4, SBD6.1) and BBBEE documentation; provide certified BBBEE certificate if applicable.
• Two-envelope bidding: separate technical and price proposals, submitted together in an outer envelope (see attached document for procedures) (CGS-2026-022NY.pdf).
• Method statement detailing borehole design, site prep, drilling, and rehab; indicate auxiliary equipment for deeper holes.
• Safety, Health and Environmental (SHE) management plan meeting OHS Act requirements.
• Provide at least two verifiable client references for the relevant drilling category.
• Compliance with CGS terms, confidentiality, and due diligence requirements; no fronting, no conflicting interests.
