APPOINTMENT OF A PANEL OF SERVICE PROVIDERS FOR BODY REFURBISHMENTS FOR A PERIOD OF THREE (3) YEARSClosed

Overview

Procurement of a panel of service providers for body refurbishments of Kouga Local Municipality’s fleet for three years. The scope covers body refurbishment (cab, load bin, chassis), hydraulic repairs, branding and related services. Suitable bidders should have vehicle refurbishment experience, valid RMIMIWA accreditation, B-BBEE status, and the ability to operate a workshop within 150 km of Jeffreys Bay.

Requirements

• Proven experience with similar vehicle refurbishments; provide references and evidence of multiple contracts (e.g., 3–10+ similar projects).
• Valid RMI accreditation (MIWA) with the requested rating.
• B-BBEE status: submit a sworn affidavit or certificate; provide municipal billing documentation for specific goals.
• Tax compliance: valid SARS PIN/TCS or CSD registration; separate TCS for joint ventures/subcontractors.
• Local workshop capability: proof of a workshop within 150 km of Jeffrey’s Bay, insured in bidder’s name, security (PSIRA), MIBCO registration, calibrated tools, fire extinguishers, and safe oil disposal systems.
• Supplier registration: register on Kouga Supplier Database; submit Central Supplier Database (CSD) summary; provide a valid municipal account.

How to Apply

• Deadline: 01 September 2026 at 12:00; late bids not accepted. (see tender notice)
• Submission: electronic submission accepted; plus original hard copy and a USB/SD Card copy in a sealed bid box at 16 Woltemade Street, Jeffreys Bay, Room 122.
• Documents to submit: completed tender documents on official forms, including MBD7 Form of Offer & Acceptance, Declaration of Interest, Declaration of Bidder’s SCM practices, MBD6.1 (Preference Points), B-BBEE documentation, Tax PIN/CSD, municipal account, and returnable documents.
• Clarification briefing: Compulsory virtual session on 18 August 2026 at 10:00 via Microsoft Teams (link in advert).
• Documents availability: on E-Tender portal or Kouga website; hard copies may be requested from Supply Chain Office.
• Evaluation: 80/20 price vs specific goals; minimum 65% functionality to be appointed to the panel; Council may appoint more than one contractor and is not obliged to lowest bid. Evidence of prior work, RMI, and local area criteria impact scoring.
