Overview

Procurement of a panel of service providers for maintenance of light vehicles and breakdown/roadside assistance for the City of Mbombela for 36 months. Bidders: Original Equipment Manufacturer (OEM) franchises or other capable providers registered with RMI or equivalent, offering LDV maintenance (vehicles <3 tons), diagnostics, major/minor engine work, drivetrain, brakes, electrical, and 24/7 roadside assistance.

Requirements

• Eligible bidders: OEM/franchise or capable providers registered with RMI or equivalent; download bid documents from mbombela.gov.za and etenders.gov.za.
• Documentation: certified ID copies of business owners, tax clearance (TCS PIN or CSD), certified B-BBEE certificate or sworn affidavit, full CSD report (not older than 30 days), company registration certificate, proof of accreditation as OEM/franchise.
• Municipal compliance: current municipal rates/taxes for company and all directors; lease/lessor proofs if applicable; CSD address consistency.
• Corporate governance: declarations and forms (e.g., D4, MBD series), no state service affiliations or tender defaulter status; compliance with SCM integrity requirements.
• Quality/operational: Public liability insurance (minimum cover as determined by project needs), relevant COIDA if applicable, and demonstration of workshop capabilities (scored via site visits with a minimum threshold to proceed).
• JV/consortium: separate returnable documents for each party; lead partner must maintain majority control where applicable.
• Pricing/contract terms: firm prices; 36-month ad-hoc contract; penalties for late delivery; 14-day turnaround where feasible; 90-day warranty on parts/workmanship where applicable.
