APPOINTMENT OF A PANEL OF SERVICE PROVIDERS FOR SOURCING FUNDS FOR THE PROVISIONING OF GREEN ENERGY ELECTRIFICATION TO NKANGALA DISTRICT MUNICIPALITY AND IT LOCAL MUNICIPALITIES BUILDINGS / FACILITIES AND INFRASTRUCTURE FOR A PERIOD OF THIRTY-SIX (36) MONTHS

Overview

Procurement of a panel of service providers to source funds for green energy electrification for Nkangala District Municipality and its local municipalities' buildings, facilities and infrastructure for 36 months. Bidders should have expertise in infrastructure funding, project finance, energy and municipal finance, with a proven track record in securing funding from DFIs, climate finance funds, donors and private investors, and be able to develop bankable funding proposals and oversee implementation. Mandatory briefing is required (see Scope of Work) and bidders should possess relevant certifications and networks to mobilize funding across public, private and development finance channels.

Requirements

• Minimum five years' experience in infrastructure funding, project finance, energy projects, municipal finance, development/climate finance or related fields; proven track record in securing funding from national and international funders.
• Ability to develop detailed Project Implementation Plan and Funding Strategy; provide evidence of similar projects with funding secured.
• Demonstrated capacity to source funding from DFIs, climate funds, PPPs, donors, and investors; capable of providing financial advisory and implementation support.
• Compliance: complete compulsory returnable documents (Forms A–L, N–U) and provide POPI consent, tax compliance status (TCS) or CSD registration, and bank details; foreign bidders to complete Part B3; CIDB considerations.
• Other: professional indemnity insurance during implementation; bid validity 90 days; confidentiality and no conflicts with state service; adherence to the Preferential Procurement Regulations (80/20 for bids up to R50m).
