Overview

Procurement of a panel of service providers for the manufacture, supply and delivery of nurses’ uniforms to the Eastern Cape Department of Health institutions for a 36-month period. Bidders should be garment manufacturers with capacity to meet DoH 001 specifications (A-line dresses, embroidery of the Nursing lamp and DoH logo, multiple styles and sizes up to 60/5XL), plus sizing, fittings, and bulk delivery capabilities to public-sector facilities (local content considerations apply). The contract uses an open-tender process with potential split awards.

Requirements

• Demonstrated experience in manufacturing, supplying and delivering nurses’ uniforms (reference letters; 5+ letters worth >R500k yields 40 points; see evaluation schedule).
• Production facility location within 400 km of Bisho used for scoring; proximity affects scoring.
• Financial capacity: audited financial statements for last 2–3 years or bank/corporate credit facilities.
• Compliance with tax requirements: SARS TCS PIN or CSD registration; VAT included in pricing.
• Mandatory bid briefing attendance and submission of all required bid forms (SBD 1, 3, 4, 6, etc.), plus local content declarations (Annexes C–E).
• Samples and test/quality compliance as per DoH 001 specification; adherence to SANS/SABS standards; SANAS test reports where required.
• Ability to form consortia or joint ventures with lead party; provide consortium agreement if applicable.
• Pricing must be submitted on the official Pricing Schedule; pricing to be firm Year 1, with escalation in Year 2; inclusive of VAT.
