Overview

Appointment of a panel of service providers to conduct social housing tenancy audits for a period of three years across SHRA-regulated developments. The SHRA seeks bidders capable of performing baseline tenant file audits, tenant verification interviews, and consolidated final reporting across social housing institutions and related landlords. Suitable bidders include IRBA-registered audit firms with PPRA-registered property management personnel, plus experienced teams able to deliver at scale. Key dates: compulsory briefing 16 Oct 2026; closing 30 Oct 2026 (RFB SHRA/RFB/CAR/01/202627).

Requirements

• Audit core team: Audit Partner (10+ years, IRBA-registered), Audit Manager (5+ years, IRBA-registered); Trainee Auditors (minimum 2) with SA Auditing degree; team members in property/tenants management (5+ years) must be PPRA-registered with fidelity fund.
• Deliverables capability: conduct baseline tenant-file audits, tenant verification interviews, data analysis per SHRA guidelines, and final consolidated reports with stakeholder sign-offs.
• Experience: at least three client references for similar tenancy/audit services; detailed CVs for all team members.
• Compliance: bid must include Declaration of Interest, BBBEE certificate/scorecard, SBD forms (invitation, declaration of interest, preference points), and CSD registration forms.
• Pricing: all-inclusive cost per unit with CPI adjustments; per-unit caps: R350 for tenant-file verification and R1250 for physical verification/surveys; travel and subsistence disbursements pre-approved and invoiced separately.
• Tender mechanics: compulsory briefing, 80/20 evaluation, potential presentations, adherence to SHRA/SCC/GCC terms (see Annexure_A.PDF).

How to Apply

• Schedule and attend compulsory briefing: 16 October 2026, 11:00–12:30 via Teams (link in documentation).
• Submit clarifications in writing to SCM03@shra.org.za by 23 October 2026 16:00.
• Prepare bid in required format (from Request for Bids - Tenancy Audits.pdf): Parts 1–10 including Invitation to Bid, Pricing Schedule, Declaration of Interest, Preference Points, BBBEE, General Conditions, Technical Approach, Team Details, Experience, and CSD forms.
• Submit one hard copy plus a USB, PDF format only; envelope clearly marked with bid number; bids must be delivered to SHRA Johannesburg before 11:00 on 30 October 2026 (no fax/email submissions).
