Overview

Procurement of a panel of service providers to provide bulk media services for Ngaka Modiri Molema District Municipality for a three-year period on an as-and-when basis. Bidders should have capabilities across outdoor/mobile advertising, print/electronic media buying, radio/TV airtime, outside broadcasting, and design/print/delivery of newsletters (TERMS OF REFERENCE).

Requirements

• Tax and supplier registration: Tax Compliance Status (TCS PIN) or CSD number; CSD registration if no TCS; foreign bidders to complete pre-award questionnaire (MBD 1–9 references).
• Compliance documents: Complete and sign all MBD forms (MBD1, MBD4, MBD6.1, MBD7.2, MBD8, MBD9) and the GCC; declare interests and past SCM practices.
• Returnable documents: Proof of CSD registration; company/director municipal rates or lease proofs; proof of locality/address consistency with CSD.
• Preference points: 80/20 system with 51% Women-Owned status as a specific goal (MBD 6.1). Bidder must substantiate claims with required documentation.
• Other: No bids from persons in the service of the state; adhere to bid, pricing, and contract rules (GCC).
