Appointment of a panel of service providers to support ATNS with compliance-related guidance, oversight, and advisory services, ensuring adherence to all relevant laws, regulations, policies, and governance standards over two (2) years on an “as and when required” basis. (HO - RFQ Document for Compliance Panel GRC for two 2 years.docx) ATNS seeks experienced compliance/risk/governance professionals to support regulatory monitoring, policy development, training, investigations, and combined assurance across PFMA, King IV, ERM, and related frameworks.

Who should bid: qualified service providers in compliance, governance, risk, and regulatory advisory with SAQA-recognised professional designations, capable of delivering governance and assurance deliverables; must provide client references and meet B-BBEE and registration requirements.

Requirements

• Compulsory briefing attendance and evidence (MS Teams attendance register) (see note).
• Company experience: minimum three contactable reference letters for compliance, risk and governance delivered in the last 5 years; letters must be on client letterhead, signed, with verifiable contact details; substitutions not allowed.
• Key personnel: at least two project leads with SAQA-recognised professional designation titles (e.g., Compliance Professional SA or Compliance Practitioner SA) or SAQA-recognised equivalents.
• Stage 1 admin: SARS Tax Compliance PIN valid for 60 days from submission.
• Specific goals for preferential pricing: 51% Black Owned and 30% Black Woman Owned, with documentary proof (CSD, CIPC docs, shareholder certificates, shareholder IDs, and a valid B-BBEE certificate or sworn affidavit).
• Mandatory bid documents: SBD 3.3 Pricing Schedule; SBD 6.1; CSD Report; CIPC documents; Shareholder Certificates; ID copies; B-BBEE certificate or sworn affidavit; SARS/TCS considerations; Declaration of Interest; Invitation to Bid; Registration on CSD; proof of accreditation with relevant bodies (where applicable).
• Additional alignment: adherence to GCC terms, PFMA/King IV, and related governance standards; bid validity and evaluation rules apply (80/20 price–specific goals; CSD/CIPC proofs required for preference points).
