Overview

Procurement of a panel of service providers with CIDB 1 EP/EB or higher for the supply, installation, repair and maintenance of U-shielded twisted pair (UTP) and fibre-optic cabling infrastructure. Suitable bidders are CIDB 1 EP/EB or higher contractors with fibre installation accreditation (FOA), electrical/networking cabling certification, and ICASA licensing; vendors must meet tax and supplier registry requirements and be capable of long-term support.

Requirements

• CIDB grading: 1 EP/EB or higher
• Accreditation for fibre optic installation: Fibre Optic Association (FOA) certification
• Cabling certification: Krone or Molex qualification
• ICASA licensing: either full Class ECNS/ECS license or valid RSA ECNS/ECS license
• Central Supplier Database (CSD) registration and Tax Compliance requirements (SARS TCS/PIN)
• Tender documentation completed (MBD data sheets, signed tender form, etc.) and VAT included in prices
• Optional joint ventures/consortiums must provide respective party documentation (TCS/CSD for eachparty)
• Site/Briefing attendance and Service Level Agreement (SLA) commitments for 36-month contract

• Submission deadline: 12:00 on 16 September 2026; tender box at Msunduzi Central Stores (2 Abattoir Road), Pietermaritzburg. Tenders must be in hard copy and on CD/USB and sealed, marked “Contract No. SCM 11 of 26/27” (see Tender Document-SCM 11 of 26/27-Fibre Optic Cabling.pdf).
• Briefing: Mandatory briefing on 1 September 2026 at 10:00, Auditorium No. 1, Bessie Head Library, Pietermaritzburg (attendance certificate required).
• Submission method: Hard copy plus CD/USB, in sealed envelopes; documents to be downloaded from etenders.gov.za; printed copies available from SCMU Office (non-refundable deposit R1,327.86 incl. VAT).
• Documents to submit: Tender Form, Pricing Schedule (BOQ), Data Sheets (e.g., Declaration of Interest, Authority to Sign, TCS/CSD details), Annexures A–F, CSD/VAT/Tax clearance, proof of FOA and Krone/Molex certifications, ICASA licenses, and any joint-venture agreements if applicable (see Tender Document-SCM 11 of 26/27-Fibre Optic Cabling.pdf).
