Overview

Appointment of a panel of supplier/s to supply consumables for a smelter plant on an as and when required basis for a period of 36 months. Necsa is seeking bids from suppliers across defined categories to form a panel, from which RFQs for consumables will be issued as needed over 36 months (Annexure A/Annexure.xlsx). Briefing is at Necsa site and via MS Teams.

Requirements

• Pre-qualification criteria: provide bidder information, indicate applicable category(s), supply 3 reference letters for >R200 000, provide delivery lead time not exceeding 3 weeks, and include POPIA/Tax/ CSD PIN details.
• Compliance and site access: adhere to Necsa SHEQ policies, health and safety, confidentiality, and site access requirements (National Key Point restrictions; security screening for personnel).
• Sub-contracting and empowerment: notify subcontracts; preference to Black Empowerment Companies where sub-contracting.
• Procurement rules: submit BBBEE documentation or sworn affidavit for preference points; bidding process requires English submission, signed declarations, and adherence to timelines.
• Evaluation: price and specific goals under an 80/20 or 90/10 preference framework; provide BBBEE proof to earn specific goals points.
• Documentation: pricing (Annexure.xlsx) and returnable documents checklist accompany the bid (SBD forms in 2. SBD.docx).

How to Apply

• Deadline: Closing date 01 July 2026 at 11:00 (requests for clarity due at least 3 working days before).
• Submission: Physical bids deposited in the Bid Box at Necsa Gate 3, Pelindaba (Envelope One—technical; Envelope Two—pricing). For international suppliers, bids may be submitted by email (as applicable).
• Documents to submit: technical envelope with two hard copies + one electronic copy (no pricing); pricing envelope with two hard copies + one electronic copy; complete SBD forms (e.g., SBD 3.2, SBD 6.1), pricing schedule (Annexure.xlsx), and all returnable documents per 2. SBD.docx.
• Registrations/pre-qualifications: Tax Compliance Status (TCS PIN or CSD number); ensure SARS and CSD requirements are met; bidder must be registered as Necsa supplier if not already.
• Briefing: session at Necsa site and via MS Teams (if applicable).
