Overview

APPOINTMENT OF A PANEL OF THREE (3) SERVICE PROVIDERS FOR THE SUPPLY AND DELIVERY OF AGRICULTURAL INPUTS, GARDENING TOOLS AND RELATED EQUIPMENT TO BENEFICIARIES IN THE FREE STATE PROVINCE FOR A PERIOD OF 36 MONTHS. Bidders should have capacity to supply agricultural inputs and gardening tools across Free State districts, with the ability to deliver to beneficiaries under a 36-month panel arrangement and meet South African procurement requirements (registration, tax, and supplier database).

Requirements

• Compliance with PFMA SCM rules and Preferential Procurement Regulations; use of SBD documents and a formal contract (SBD7) if awarded.
• Tax compliance: submit SARS Tax Compliance Status PIN or related documentation; if not available, provide CSD number; ensure status for all consortium members.
• Registration/references: B1 on the Central Supplier Database; B2 Tax PIN/CSD as applicable.
• Returnable documents: A1 (proof of authority to sign), A2 (addenda), A3 (financial/bank details and/or credit letter), A4 (joint venture, if applicable); SBD1, SBD3.2, SBD4, SBD6.1; F1–F3; SBD7.1; Annexure A (Pricing Schedule).
• Pricing: complete the Pricing Schedule (Annexure A) with firm pricing; offer valid for 120 days from closing date (per SBD3.2).
• Preferences: points allocated under 80/20 or 90/10 system; must claim specific goals using SBD6.1.
• Delivery: firm delivery commitments to various districts; price adjustments governed by contract escalation rules (non-firm prices, index-based adjustments with CPI caps) as outlined in the pricing schedule.
