Overview

Appointment of a panel of transactional advisors to package municipal infrastructure projects and develop business cases for funding proposals for a period of three (3) years. The MISA tender seeks suitably qualified professional service providers to form a panel to package projects and develop fundable business cases, enabling investor readiness and funding mobilization.

Requirements

• Mandatory eligibility criteria (to be demonstrated in the tender submission):
  • Joint Venture/Consortium agreements must be signed by all parties.
  • Registration under the Companies Act, Close Corporation Act, or valid partnership agreement ensuring continuity.
  • Proof of SAQA foreign qualifications evaluation (if applicable).
  • No documents may contain correction fluid; corrections must be initialled.
  • Attendance and sign‑in at the hybrid compulsory briefing.
• Additional mandatory checks: CIDB registration in an appropriate contractor grading designation; compliance with SBD forms; PPI and POPIA considerations; tax and supplier database (CSD) requirements.
• Tender process constraints: compulsory briefing details; no alternative tenders; 90‑day bid validity; adherence to the e‑Tender publication process; disclosure forms (SBDs) to be completed.

How to Apply

• Submission deadline: 10 August 2026 at 11:00; late bids will not be accepted. Questions up to 7 working days before closing; addenda up to 10 working days before closing.
• Submission method: physical bid box at MISA, Riverside Office Park, 1303 Heuwel Avenue, Letaba House, Centurion 0046; tender offers must include original, one copy of the original, and one scanned copy on a memory stick (4.13.5).
• Documents to submit (returnable documents and schedules): SBD 1, SBD 4, SBD 6.1; CSD Annexure; JV/consortium documents; Schedule 1 (tenderer experience); Schedule 2 (key personnel experience); Resolution for Signatory; Certificates; proof of CIDB registration; SAQA, tax, and other compliance documents (as applicable) (refer to T2.1–T2.2).
• Pre‑qualifications/registrations: CIDB grading, CSD, SARS Tax Compliance status PIN (or CSD where no PIN); complete SBDs and enterprise questionnaires.
• Briefing session: hybrid compulsory briefing on 24 July 2026 at 10:00, Riverside Main Boardroom and via MS Teams (details in the tender notice; see attached document MISA/TAP/IDMS/009/2026/27).
