Overview

This RFQ seeks the appointment of a presiding officer to preside over SAFCOL disciplinary hearings, targeting professional legal service providers specializing in labour law with at least 15 years’ experience. Bidder suitability hinges on demonstrated complex disciplinary experience, a credible portfolio, and compliance with B-BBEE and other SA requirements.

Requirements

• Minimum 15 years of professional labour law experience, with CV or firm profile supporting it.
• Demonstrable portfolio showing chair/arbitrator/panel experience in complex disciplinary inquiries affecting senior management in a large organization.
• Ability to analyse background documents and produce legally sound rulings; uphold the Code of Conduct.
• Returnable/documentation requirements: fully completed RFQ, official quotation on letterhead, latest Tax Clearance, BBBEE certificate (SANAS) or sworn affidavit for EME/QSE, CSD report or MAAA number, and ID copies of company directors.
• Compliance documents: SBD forms completed; consolidated BEE certificate for JV, if applicable.
• Pre-qualification/registration: CSD registration (or register within 7 working days of award); SARS tax compliance.
• Evaluation framework includes Phase 1 administrative, Phase 2 mandatory, Phase 3 price and specific goals.
