Overview

Procurement of a professional service provider to conduct a remuneration benchmarking survey and design pay scales at the 25th and 50th percentile of the national market for SAWS. Bidders should have expertise in remuneration benchmarking, pay-scale design, and HR analytics, with access to a national salary database (public and private sectors) and capability to benchmark against international meteorological institutions. Familiarity with PFMA/Supply Chain requirements and relevant certifications is expected.

Requirements

• Benchmark remuneration across at least 150 job families; design pay scales at the 25th and 50th percentile of the national market.
• Maintain a national salary/benefits database (public and private sectors) and access international meteorological data.
• Deliver a detailed comparison report with gaps, recommendations, and salary range determinations.
• Include non-guaranteed benefits data and review intervals; report on last three years’ salary/tested increases (TGRP/salary movements).
• Compliance: submit required SBDs, tax and Black Economic Empowerment (B-BBEE) documentation; provide SARS PIN/TCS or CSD number; POPIA-related consent where applicable.
• If applicable, provide subcontracting arrangements and a final Service Level Agreement (SLA) outlining performance metrics.
