Overview

Procurement of a professional audio-visual service provider to live stream and broadcast the City of Mbombela State of the City Address across seven venues plus the main venue, with multi-site streaming, on-site AV infrastructure, drone footage, and post-event content. Bidders should be experienced AV integrators with public-sector experience, licensed drone operators, qualified sound engineers, and the capacity to deploy across all venues.

Requirements

• Demonstrated experience in large-scale AV and live streaming events, especially multi-site broadcasts.
• Licensed drone operators and compliance with aviation regulations; drone footage capability.
• Sufficient equipment capacity (two 70" LCD screens at each venue for seven venues + one large LED screen at the main venue; video switchers, cabling, distribution, backup power, internet).
• Ability to integrate AV with PA systems provided by others and ensure synchronized, clear audio across venues.
• Qualified personnel and CVs/certifications for key staff (sound engineers, live streaming specialists, drone operator, videographer/photographer).
• Evidence of recent public-sector AV/live streaming work (appoint letters or reference letters); compliance with municipal rates/taxes and relevant registrations (TCS, CSD, BBBEE).
• Commitment to event date (26 June 2026) and post-event deliverables within 14–21 days.

• Submit in the Tender Box at 1 Nel Street, Mbombela Civic Centre, Mbombela 1200, by 11:00 on 19 June 2026 (no email/telegram submissions; late bids not accepted).
• Use official forms and include: Tax Compliance Status, CSD full report (not older than 30 days), BBBEE certificate or sworn affidavit, company registration, IDs for directors, company profile, proof of public-sector AV experience, drone/operator and sound engineer certifications, JV/consortium agreements if applicable, and all other mandatory documents per the Special Conditions (see COM69/2026 pdf).
• Include pricing on the Pricing Schedule and MBD forms as required (MBD1, MBD4, MBD6.1, MBD8, MBD9) per the bid document; note that the contract will be signed if successful (MBD7.1).
