APPOINTMENT OF A PROFESSIONAL SERVICE PROVIDER FOR MANAGEMENT, OPERATION & MAINTENANCE OF VENTERSDORP WASTEWATER TREATMENT WORKS AND ASSOCIATED BULK INFRASTRUCTURE FOR A PERIOD OF THREE(3) YEARS

Overview

Appointment of a professional service provider for management, operation and maintenance of Ventersdorp Wastewater Treatment Works and associated bulk infrastructure for a period of three years. The JB Marks Local Municipality invites bids from renewal-ready operators with experience in WWTP operation, maintenance, monitoring, asset management, SCADA/electrical systems, and related laboratory testing. Key pre-qualifications include tax clearance, SARS tax status, and CSD registration.

Requirements

• Tax compliance: valid Tax Compliance Status or PIN (SARS e-filing) and, if applicable, separate TCS for consortium/partners; provide CSD number if no TCS. (MBD 1 Part B)
• Central Supplier Database: must be registered on CSD; provide CSD number.
• Technical scope: proven capability to perform operational, maintenance, monitoring and asset-management services for Ventersdorp WWTW and bulk infrastructure; including two roving inspectors with 4x4 transport, and emergency sludge/dam management.
• Asset Management Plan: prepare within two months of inception; include Operating Plan, Maintenance Plan, Specifications, Management & Administration Plan, Asset Register and related reporting; SANAS-accredited testing as required.
• Documentation: complete and sign all bid forms (MBD 1, MBD 3.1, MBD 4, MBD 6.1, MBD 7.1, MBD 8, MBD 9, Authority of Signatory, Annexure A, etc.), plus annexes such as Past Experience and Company Profile. CIDB grading is indicated as Not Applicable.
• Pricing: submit firm prices with VAT included; Pricing Schedule referenced (MBD 3.1).
• Procurement policy: bid evaluated under Preferential Procurement Regulations and municipality policy (price and specific goals).
